The Sakurazukamori is simply another clan in the shadows of Japan whose role is to keep a status quo i society. Inbalances in society leads to destruction and disorder. In order to maintain this status quo, at times of disorder, a representative of the Sumeragi clan may be called in. However, in some cases, problems may not always be solved by the Sumeragis.
Like the Sumeragi clan, the role of the Sakurazukamori clan is to eliminate th unbalances of society. Thus, the reason why they kill. In the Tokyo Babylon manga, there is a scene where Subaru's grandmother speaks of a rumor concerning the strange death of a politician having being the work of the Sakurazukamori. The kikller's identity was never unveiled, however if it really was the Sakurazukamori who did it, what was his motive? Obviously the late politician most likely wasn't complying with th estatus quo, but why would the Sakurazukamori kill him? If the politician dallies with something he shouldn't have touched and it incovled some sort of magic, then the Sumeragi would most likely repair the damage, but if the problem didn't involve magic what use is the Sumeragi? This is the reason why the Sakurazukamori exists. The Sakurazukamori's role in society is identical to that of the Sumeragi. They also want to keep the status quo, however their methods of achieving it are completely different. In the case of the politician, the rumor Subaru's grandmother spoke of was most likely correct. The Sakurazukamori was most likely the one who murdered the politician.
The Sakurazukamori, like the Sumeragi, are omnyoujis. They are able to exorcise just as well as the Sumeragis however they don't perform it as often as the Sumeragis would. It doesn't mean that the Sakurazukamoris aren't as skilled in magic as they are, it just means that they have another method of solving problems. The favoured method of elimination is simple. Solve the problem as fast and efficient as possible. For example, if a person or object is cuasing an inbalance in society, the most efficient way of solving the problem, for a Sakurazukamori, is by killing it. It doesn't matter who the victim is, or what method of killing is used. All that matters is that the prey is dead. This method, however, was not used when Seishirou was torturing Subaru in the last chapters of Tokyo Babylon because the issue between Them was personal and not societal.
